I am considering the Explore. I understand about linking cartridges. I have seen several references to a "trial membership" and today a ref to cartridge cost of 99cents. My question---is design space free or is there a charge for the cloud storage for my cartridges?

Design space is FREE!!! you can link your own cartridges there too. If you have a CCR once you have your explore and set it up all your link cartridges in CCR will be on Design space and no there is no charge to use your own cartridges. I was on the fence of getting an explore but I love mine and love the creativity of Design Space. YOu can purchase a single image if you like or whole cartridges or have a subscription to use all images there. I don't because I have a large library of cartridges and haven't had the need too.
