My husband is interested in using my Cricut to cut vinyl..Is he able to make what he wants in photoshop then have it print to the cricut? Or does mine only accept the cartridges and CCR things?

You can only cut images that are on the cartridges or CCR. You can alter the images in CCR, but you are limited to ProvoCraft's designs and how much you can actually alter an image. So, the basic answer to your question is no, you cannot design something in PhotoShop and cut it out using your Cricut. Sorry. GG
