I want to use the state of Iowa image in CCR, but it has a star cut out depicting the capitol city and I want to "fill" that in, or eliminate that cut out.

Is this possible?

You're using the 50 States cart right?

The base shape of that image doesn't have the star in it, only the Capital feature does.

If you want to use the Capital feature though, you can use Hide Contour to select the star and hide it. Then it won't be cut out of the shape. The Hide Contour button will appear in the bottom left corner of the shape when you have it selected on your mat.
